The Petra?Lewis program is strictly involved in producing oil and gas wells. They raise $10?20 million dollars every month from brokers like myself and form a partnership every month. Investors in these partnerships are defined by the IRS or DOE or whoever as "independent producers" for purposes of the windfall tax.
