We submitted 7700 sig? natures {5000 valid required) on the March 1 deadline. The various county clerks are now verifying them and we fully expect to have gained a permanent spot on the Alabama ballot when they're done. This was a tremendous effort by libertarians from Alabama. Georgia, Louisiana and Mississippi. Dave Theroux coordinated the drive. If our signatures are approved we will have gained ballot status in a state we had "written off" some time ago. This can happen else- where if LP members get serious about the 1976 campaign. It's up to the people who are reading this letter to assure that they do. There are only eight states where we have no chance at all for ballot status. That means it is actually possible for us to be on the ballot in 42 states and that is exactly what will happen if everyone makes a personal commitment to get the job done. 3. YLA booklet - The enclosed (to Execom and state chairs only) booklet represents a lot of hard work by Tom Palmer. Tom, Judy Gans and Don Feder did a fine job in putting the booklet together. I have believed for a long time that the LP and the libertarian movement in general should be much stronger on campus than it now is. with the publication of the YLA Campus Organizing Manual we are now in a position to rectify that situation. A copy of an ad we are running in over 100 college newspapers is also enclosed. 4. Gay Rights booklet This outstanding work by Ralph Raico is capable of mobilizing vast portions of the gay community to join the movement. It is important that the booklet get wide cir- culation as soon as possible so that its full impact can be realized by election day. Support from the gay community can also be a great asset to our ballot drives in most states. 5. Execom minutes - from our esteemed Secretary. Greg Clark,were received last week but I waited for this mailing before sending it out. MacBride/Bergland campaign - Continues to reap massive amounts of publicity. Dave just got back from the Oregon state convention which I understand went quite well. Execom members Cunningham and Susel also attended. Roger is now in Texas and headed for New Mexico and Arizona. An updated itinerary is enclosed. In the works: a tape series by MacBride with a question and answer format and a 60 second radio commercial. The manuscript for Roger's new book is completed and in my unbiased opinion it's going to be a great campaign aide. Publication date is May 1. Direct mail packages to 30.000 libertarians, 20.000 doctors and 20,000 gun owners are scheduled to go out over the next three weeks. 7. Texas schedule is enclosed to demonstrate what happens during a typical campaign trip. Linda Webb asks that those responsible for either Dave's or Roger's state tours work up a similar schedule in writin (even if it's not finalized} and send it to her two weeks prior to their arrival. CAMPAIGN As you know I have just completed a tour of Illinois, Iowa and Wisconsin. In Illinois: Rockford and Chicago; in Iowa: Ames and Des Moines; in Wisconsin: MadiSOn and Milwaukee. Following are some observations about the trip which I think should be passed on to the leadership in other states who will be arranging future campaign appearances. .1: General public interest in coming out to see or hear a V.P. candidate of a minority party is almost non-existent. There~ fore, it is not a valuable use of time and effort to hire a hall, advertise, etc. for general meetings open to the public. This is true for open meetings on campus as well. They are not well attended. 2. Media. Press conferences are more or less successful de? pending on the area. In major media centers announced press con? ferences are not well?attended. In smaller places, our luck has been better. As an alternative to press conferences, we have had very good results from advance contact with specific editors, news? men, etc. to make an appointment for an interview at the radio station, newspaper, or television station. (Pretty girls may be more effective at this than others.) Radio and television are reluctant to interview the candidate because of "equal time" problems. As an alternative, some may cone sider discussion of the philosophy, without mention of the candidacy. Many people in radio and TV like our ideas and, with good advance promotion, it is often possible to obtain coverage of party events or inestudio interviews. Local party PR people should be cultiva? ting these relationships now so wa can capitalize later. It is good to have literature, position papers and press re- leases to give to the interviewers before the intervrew or, at least, at that time. Particularly with the newspapers or radio-TV news reporters, they can "lift" quotes from the prepared material rather than have to nely on notes. Interviews with AP and UPI should be given high priority. These stories go out on the wire and are picked up by newspapers all over the country. "Tun: Amer No SUCH THING As A 'February 4, 1975 Page Two 3. College and High School. Ready made audiences are usu- ally available at local colleges and high schools. Instructors in economics, law, philosophy, journalism, political science, etc. are usually happy to have us speak. Good advance contactmis im- portant. Send literature, establish personal contact new and try to raise interest in a lecture to combined classes. . Try to have a campus club or L.P. representative who can be a follow?up contact for interested students. Have literature for students with local L.P. address and phone number. Many pro- -fessors like our ideas and can be persuaded to be a campus contact point. 4. Business groups. I have not been used much to speak to business or professional groups. Efforts should be made to arrange speaking engagements for such groups. It is important that these people (who are likely sources of funds) become aware of us as the alternative when Reagan loses the primary. 5. Party organization and growth. We are still fighting the battle of small numerical strength and fund raising difficulties. Our people are primarily young and penurious. I have been fairly successful at raising the enthusiasm of party people to work for ballot status and to donate some monetary support. This usually occurs in the context of a dinner/fund raiser for party people. Usually others are few attend. It seems to me that more effort should be given to increasing atten? dance at these affairs. Perhaps a lower admission price and stron? ger pitch for funds later, of literature-? buttons~??bumper stickers?w?photos with autographs, etc. A tele? phone campaign to sympathizers requesting their attendance could follow an invitation sent by mail. I have observed that most of our_members are young. There is some risk that interested middle?aged and older people are not being cultivated or feel out of place with us. Some effort should be made to avoid such a pitfall. One suggestion I have is to make direct contact with small businessmen and shopkeepers-n-they are really ready. Another suggestion is to wear campaign buttons and carry literature. People who wear the buttons report that many people ask for more information with genuine interest. Local PR efforts should be relentless. Prepare press releases, position papers, etc. and send them steadily to newsmen and special? ty publications of groups or businesses that have interests we can cultivate. Here again, find out, by personal or telephone contact, who should receive our literature and cultivate that person indivi? dually. Then, when the candidate appears on the scene, his reception will be much better. Projects and activities must be arranged for newcomers who want to DO SOMETHING. If we appear lackadaisical or a a mere dis- cussion group, potential workers will lose interest. rebruary 4, 1976 Page Three Conclusions. Although some of the abOVe has a pessimistic tone, I am optimistic in general. I have found that local party leadership is generally bright and enthusiastic?~?but inexperienced. I have learned some lessons and my purpose here is to pass on to 'the state party leadership some information that will help them avoid mistakes that I and others have made because of our inex? perience. - I hope I am right in thinking that the interest of the general 'public in the L.P. campaign will increase dramatically when we ob? tain ballot status in a few states. I think public interest will jump again after the major party conventions select their respective tweedledee and tweedledum. Therefore, at this time, it appears our major efforts should be in developing enthusiasm in the troops to obtain ballot status and in continuous PR to increase awareness of our existence. Actual conversion of large segments of the public to our views should be considered as a secondary goal until much later. Efforts at such conversion now will only c0nsume resources and generate frustration. One final note on the effect of the Reagan candidacy. We should. of course, make it clear that Reagan is not a libertarian and point out why. However, I think we should do so in a way that will'keep the "libertarian-conservative" elements in his campaign ready to jump to us after the Republican convention. We should also argue to libertarians who think they might support Reagan . "because he has a chance" that if he wins the nomination and Kennedy (or almost anyone else) is the Democratic nominee, it will be very detrimental to the L.P. This is so because otherwise disinterested members of both parties will be whipped up to defeat the terrible evil candidate of the other party. This will mean that many in both parties will participate in that battle rather than look for a real alternative. Our best opportunity is a Ford?Humphrey battle to underscore our claim that the "two?party system" is really them against us. However, because of the thousands of requests for information that have come into the national headquarters of the Libertarian Party we are no longer able to send out our newsletter for free to our "inquiries" list. Of course. we'd prefer it if you'd actually join the Libertarian Party, {and thereby receive the LP NEWS as a part of your dues]. If you like what you've seen of our literature and if you agree that it's hopeless to try to reform the Republicans and Democrats then why not join America's fastest growing political party? You'll be support- ing what may well be the most dramatic political transformation to occur in any nation in this century. We?re making excellent progress and the media is clearly intrigued and impressed by what we are saying. Today we have chairpersons in each of the 50 statesIr the District of Columbia and Guam! Most state LPs have decentralized organizations, regular newsletters and are planning on running candidates for federal, state and local office. We anticipate that over 300 Libertarian Party candidates will be on the ballot in 1976. The LP and/or the MacBride/Bergland ticket will be on the ballot in most states. While the news media continues to give us broad and (for the most part) favorable, accurate coverage, political commentators are now gradually awakening to the fact that the LP is emerging as a viable alternative to the Republican and Democratic parties. This awareness is evidenced in the writings of censervatives and liberals alike. Lee Edwards writes about "the smooth professionalism of the Libertarian Party" and Kevin Phillips recently advised his readers "don't write off the Libertarian Party." Liberal columnist Nicholas von Hoffman wrote "the Libertarians have the economists with the new ideas and the Political thinkers with the imagination of freshness." We also have a presidential candidate, Roger MacBride. who is generating incredible amounts of publicity and raising significant sums of money. Which brings us back to the purpose of this letter. While most libertarian financial resources in this election year are preperly being directed to the MacBride/Bergland campaign and to state and local LP candidates, the national LP must continue to carry out its responsibilities, which, of course, require the expenditure of money. . Here are some other recent accomplishments of the campaign, all made pos- sible through your support: 1' Petition drives are underway to get the LP's presi? dential ticket on the ballot across the country. As the enclosed map demonstrates, prospects look good for ballot status in 31 states, with a possi- bility of as many as 43 states. A major advertising campaign to supplement our TV spot has begun. It includes a series of 30 and 60 second radio commercials, print ads, and direct mail appeals to doctors, gun owners, opponents, and other groups. We've founded the Young Libertarian Alliance a net- work of LP affiliates on college campuses. A YLA cam? pus organizing manual has been published, and liber? tarian contacts have been established in more than 150 colleges. The LP is now established in all 50 states. Just one year ago we were estimating that Our presidential ticket might be on the ballot in 20 states. Today, we are virtually assured of a 50% increase in that estimate and it is not out of the question that a 100% increase can be realized!
