May 5. 1978 David Koch 200 Central Park S. New York, NY 10019 Dear Mr. Koch: April was a busy month. with three mass mailings to plan and execute. the New Political Times to order and distribute, the May 14 National-bommittee meeting in Seattle to prepare for, and ballot drives in several slates to work on. This last item is as important is it is time-consuming and expensive. We have a chance to gain status in 1980 if we petition now, in So uth Carolina, North Carolina. and Michigan. South Carolina is nearly finished, and they will have ballot status permanently. In Michigan, YLA Co-ordinator Jay Hilgertner has put in a grueling month trying to organize the LP there as well as collecting several thousand signatures himself; it books as though we'll mike the necessary number, but barely. North Carolina will require a similar effort. Clearly. however, our 1976 experience dictates that we must get as many states as possible with LP ballot status before the 1980 campaign begins. (we could have six or eight in this category by the end of this year if all goes well.) bbviously, successful petit ion drives and campaigns are among our top priorities in 1978, and will make for an active year.
