1, Scott Schloegel, pursuant to 28 U.S.C. 1746, declare under penalty of perjury under the
laws of the United States of America that the foregoing is true and correct.

I am Senior Vice President and Chief of Staff at the Export?Import Bank of the
United States. I have held this position since July 1, 2014. On November 20, 2014, Ex?lm
Bank received a FOIA request for the text messages, Blackberry messenger chats, and SMS
messages sent or received by me from November 2, 2014 to November 8, 2014.

On approximately January 1, 2015, I deleted, by mistake, the messages on my phone for

the period in question.
