The Great Eastern Earthq uake is serving to solidify these lines even further because both sides are using the disaster to argue for and against trade liberalisation respectively. In mid-April, the Japan Business Federation (Nippon Keidanreni released Its ?Proposals for Japan?s Trade Strategy?. The comprehensiVe document called for Japan to ?pursue a proactive and strategic trade a policy?, including a proactive approach to concluding the WTO Doha Round this year and promoting ?the conclusion of EPAs with the United States, China, and the EU through the frameworks of the TPP, and Japan The document links these trade policy proposals directly to the situation in post-disaster Japan, assaiting that for companies involved In rebuilding the national economy and industrial infrastructure it Is important to ?seek sources for growth OVerseas from their bases In Japan and to develop global business operations?. Nine Paci?c Rim cou ntries, including the United States and Australia, are currently engaged in negotiations with an to striking a deal on an outline of the agreement in November. This target date sets a timeframe forJa pan to decide whether to join the TPP talks. We have been calling on the government to join the talks. The TPP accord has the potential to become the foundation for free flows of goods and services In the fast-growing Asia?Pacific region. Japan has an obvious interest in helping to develop the TPP ules if it wants to avoid being at a disadvantage In regional trade. It should at leastjoin the negotiations. If it then concludes the trade pact doesn't serve its interest, it can simply decide not to sign it. The government had said It would wait until June to announce whether it will join the talks. But the decision was put off due to March 11 Great East Japan Earthquake. In the meantime, a broad array of concerns about the TPP has been raised by various people and businesses in Japan. To put the process of developing Japan's policy for the trade talks on track, the government needs to explain the current state of negotiations so 1 00345 that cool-headed, fact?based debate on the issue can be held. The main obstacle to Tokyo's participation in the TPP negotiations lies In the agricultural sector, where many products are protected by high tariffs from international competition in the domestic market. In the actual negotiations, hOWever, the participating countries are seeking to exempt certain items to ease Opposition to free trade in the products from related industries. The United States, which is leading the talks, has had some farm products, including sugar, exempted from its bilateral free trade agreement with Australia. Japanese farmers and others in the agricultural sector have voiced cancern that participation in the TPP could lead to the immediate scrapping of tariffs on all products. But that fear is unfounded. Prime Minister Yoshihiko Noda pledged to President Barack Obama in their meeting in New York on Sept. 21 that Japan will "reach a conclusion (on the matter) at an earliest possibie date." While Obama welcomed the news that Japan has starteci discussions on participating in the TPP, Noda did not offer any time frame for a decision. Following Noda's promise, Seiji Maehara, chief of the Policy Research Committee of the ruling Democratic Party of Japan, announced on Sept. 22 the formation ofa project team to weigh in on the controversial issue. 00350 The DPJ hopes to decide Japan's position by November, when nine countries intending to join the TPP --Singapore, Brunei, Chile, New Zealand, the United States, Australia, Peru, Vietnam and Malaysia ?aim to reach an agreement on its framework. Masahiko Yamada, a former agriculture minister who chairs a suprapartisan group of Diet members who are advocatin a cautious'approach to the TPP, and Masako OkaWara, a group member, met with DPJ Secretary -General Azuma Koshiishi on Sept. 22 to submit a request asking to proceed with caution. "Since the TPP would have serious implications on the lives of the public, including in health care, employment and safety standards, we need to take the time to hold a nationwide discussion," read the request.
