DENVER POLICE DEPARTMENT NARRATIVE TEXT HARDCOPY Tr 2015-5000977 INACTIVE - EARLY 3601-1 SEX ASLT - ONDLE ADULT VICTIM CASE CLOSURE SEX ASLT - FONDLE ADULT VICTIM SUPP SUPPLEMENTARY REPORT Preliminary Investigation: On 031915, while working as a detective in the Sex Crimes Unit, I was contacted by Charles Stone, a special agent with the Of?ce of Inspection of the Transportation Security Administration. He provided me with information in regards to a possible Unlaw?il Sexual Contact which had occurred at DLA. On 111814, the TSA received an anonymous tip from an employee that a TSA Screener nametJ had told her that he "gropes" males who come through the screening area. He related that when a male he ?nds attractive comes to be screened by the scanning machine, he will alert another TSA screener to indicate to the scanning computer that the party being screened is a female. When the screener does this, the scanning machine will indicate an anomaly in the genital area, and this allows to conduct a patdown search of that area. The TSA conducted an investigation, and Investigator Chris Higgins observed 1' in the screening area on 020915. At about 0925 hrs, he observed appear to give a signal to another screener, . was responsible for the system that controls whether or not the scanning machine alerts to gender- speci?c anomalies. Mr. Higgins observed a male enter the scanner, and observed press the screening button for a female. The scanner alerted to an anomaly, and Higgins observed conduct a pat down of the passenger's front groin and buttocks area with the palms of his hands, which is contradictory to TSA searching policy. Higgins conducted an interview with who admitted that she has done this for at least ten other times. She knew that doing so would allow to perform a pat down on a male passenger that . found attractive. According to Mr. Stone, both and . were terminated as a result of this incident. Mr. Stone related that all efforts to identify the male passenger have been unsuccessful, and they do not have any other similar complaints. Follow-up: Detective Heather L. Hohnholz 99078 of the Denver Police Department Sex Crimes Unit was assigned this case for follow-up. 031915 1330: I met with Mr. Stone and received all his documentation of his investigation and the incident. He showed me security video of the incident which Mr. Higgins observed. Mr. Stone also related that he had spoken with DDA Bonnie Benedetti, and that she had told him that if the victim could not be identi?ed, the case would not be ?leable. Mr. Stone told me that they had been able to learn that the victim was a Southwest Airlines passenger, but were unable to identify him speci?cally. 040115 For: M08019 Printed On: Apr-104015 (Fri.) She refused this case based on No Reasonable Likelihood of Conviction, and "No Victim." 04021 5 1400: I noti?ed Mr. Stone of this outcome, and provided him with a copy of the refusal form. I placed the video disc into the Property Bureau as Evidence, and sent all the documents to the Records Bureau for scanning. Disposition: This case will be carried as CLEARED.
