On 1/25/14 at approximately 2140 hours, I responded to 251 Wilbert Way for a report of an underage ll drinking party. RISP were requested for assistance on the call due to the fact that most of the NKPD was busy I with a robbery that had just occurred. The "anonymous" caller reported that there were kids drinking alcohol and running around through the neighborhood urinating on other peoples' property. Upon arrival to the area I observed between 30 to 40 cars parked on Wilbert Way in the area of 25 1. When I illuminated my alley lights and take down lights I observed a swarm of kids (mid teens) running from 251 into the woods behind the house in all different directions. When I exited my cruiser and started towards the house I located a young male and young female sitting in a parked car near the driveway to 251. I asked the couple what was going on at the house and they said it was a 16th birthday party. In speaking with them it was apparent that the female had been drinking as her eyes were glossy and her speech was very slurred. The male stated that he was 17 years of age and the female said that she was 16 years of age. I asked if there were more kids drinking alcohol inside and they admitted that there were. Further questioning revealed that the party was for --who lived at the house with her mother Jayne Donegan. I asked where Ms. Donegan was and the couple advised that she was in the house, and they said that she was the one that hosted the party. I told those two to stay in the driveway while I checked on the other kids. A5 I walked towards the house I could still see and hear more kids running through the woods away from the residence. Due to the fact that temperatures were in the teens, and most of the kids I observed running were not dressed to be outside, I broadcasted a message so that any available units could help check the area for possibly impaired or injured juveniles. As I reached the front door and looked into the house through the large side windows, I could clearly see many more kids running from the main floor into the basement. Extremely loud music was heard playing inside so I pounded loudly on the front door. An adult woman (SOs) then emerged from the kitchen area, came right to the front door, and opened it all the way up before yelling "you don't have to knock the house down!" As I crossed the threshold into the main foyer the woman then quickly and suddenly attempted to slam the door shut on me striking me in the arms, right side, and right leg. She continually yelled "get out of my house if you don't have a warrant!" I told her several times that I was there because of suspected underage drinking and told her that I needed to check the house and check on the physical well-being of the juveniles. I asked her to check the woods with me and she I refused. I asked her to check the basement with me and she refused. I asked her where her daughter was and she would not tell me. The woman, later identified as Jayne Donegan, and then ran to the phone so 1 followed. She said that she was calling for more police because she did not like the way she was being treated. As we walked into the kitchen I could smell a very strong odor of alcohol throughout the house. As she was dialing 911 to have me removed from her house (several times) I could see that her eyes were watery and could also smell alcohol emanating from her breath. I asked if she had been drinking too and she snapped at me that she had not. As I continued to explain that I wanted to check on all the kids in the house she grew increasingly hostile and started accusing me of assault and trespassing. I then decided to check on the kids that I could still hear in the basement without Ms. Donegan's help. Once in the basement, I observed that there were still at least 50 kids still down there, the music was blaring loudly, and the only lights were black lights in all the light fixtures, revolving disco lights, glow sticks, and strobes. I immediately saw that there were bottles of alcohol scattered everywhere, there was a makeshift bar area, and a beer pong table. When I announced police, turn down the music and put the lights on, more kids quickly filed out the bulkhead door. Several kids did stay and complied with my requests and I noticed a young male, later identified as _using the beer pong table to hold himself up. When I spoke to him he could not keep his eyes open and he could not form a complete sentence. I told his friends to get him upstairs and I asked where --was. I was told that she was tired and had gone to sleep in her room. I also asked several of the compliant juveniles how many kids had been at the party and was consistently given a number of 100 to 125. _was ultimately cited for possession of marijuana, reference I for that information. When I went back upstairs, Ms. Donegan was still screaming about how rude I was and she asked for my badge number S0 that She Could file a Complaint. Patrolriian Pelloni and RISP arrived on scene to assist. I advised Ms. Donegan that she was being arrested for the social host law and assault in the presence of Pelloni, O'Neil, and Coulornbe and then handcuffed her (double-locked and checked for fit). Ms. Donegan resisted and made sure to yell loudly that I was hurting her even though it was obvious that I was doing everything possible to affect a peaceful arrest. Pelloni then escorted her to a police cruiser while I finally made my way to check on' Upon entering 3 bedroom, I observed approximately ten young females around the bed with another female on the bed clenching a bucket, dry-heaving violently. Her color was a bluish white and the smell of alcohol in the room was overpowering. One of the girls confirmed that the sick girl was _and she said she needed help. I immediately called for Rescue to taking prescription medication, drinking alcohol, and her friends said that she possibly smoked some "pot." She was subsequently transported to Hasbro Children's Hospital. Further checks through the house revealed two more girls hiding in the upstairs bathroom. One of them, later identified as" was breathing but unresponsive and was lying in vomit. NKFD Rescue personnel immediately contacted her parents and transported her to Kent Hospital. _friends said that she had been drinking and also might have smoked some "pot" too. Patrolmen Benin and Duchala arrived and assisted with identifying all of the remaining juveniles, making parental notification, and then turned all of the kids over to their parents. Reference their supplemental narratives for involved parties' names. Photographs of the scene included all of the beer bottles and beer cans, hard liquor bottles, beer pong table, makeshift bar, hookah style water bong, and an open drawer filled with drug paraphernalia (rolling papers. marijuana grinder', several marijuana smoking pipes), and what appeared to be remnants of marij uana buds. Jayne Donegan is being chargedwith: - Procurement/Awareness of Alcoholic Beverages for Underage Persons (Social Host Law) - Simple Assault (on Police Officer) - Obstructing Officer in Execution of Duty Nothing further to report.
